(NCDA) Agricultural Disaster Crop Loss Program

On March 19 2025, through The Disaster Recovery Act of 2025 – Part I (S.L. 2025-2), the North Carolina General Assembly established the Agricultural Disaster Crop Loss Program, a one-time assistance program for agricultural producers who suffered verifiable losses from any declared agricultural disaster in 2024. This includes Hurricane Helene, drought, Tropical Storm Debby, and Potential Cyclone 8. The General Assembly appropriated nearly $311 million for the program that will be administered by the North Carolina Department of Agriculture and Consumer Services. $200 million will be for verifiable losses from Hurricane Helene in the affected area and about $111 million will be for verifiable losses from all other agricultural disasters in 2024.

Please note: This program is through NCDA & CS, however, your local FSA office can help you with obtaining your FSA 578 Producer Print. If you did not file a 578 for 2024, you can file a late crop report. North Carolina Cooperative Extension can assist you with providing the W-9 form or helping you file online if you need technical assistance.

Eligible Producers will need:
  • A 2024 FSA 578 Producer Print on file with the USDA Farm Service Agency for USDA reported crops.
  • If you do not have a 2024 FSA 578 Producer Print, please contact your local FSA County to schedule a time to complete a 2024 crop report.
  • Completed NC Sub W-9 for producer SSN/EIN.

Please contact the FSA office for your FSA 578 Producer Print in the county where the majority of your crops are produced.
